Bharat sevak samaj, is the National Development Agency promoted by the Planning Commission, Government of India to ensure public co-operation for implementing Government plans. The main purpose behind the formation of Bharat Sevak Samaj is to initiate a nationwide, non official and non political organization with the object of enabling individual citizens to contribute, in the form of an organized co-operative effort, to the implementation of the National Development Plan. The constitution and functioning of Bharat Sevak Samaj is approved unanimously by the Indian Parliament.

As part of nation building policy BSS entered into the arena of undertaking developmental programmes and projects in various fields. The basic aim behind the implementation of all these programmes is the socio-economic upliftment of the society and majority of the programmes are focused on employment development.

The proposed Foot Mat Producing Cluster, Thiruvananthapuram covers six blocks and 14 Panchayaths. There are 500 artisans covered in the Cluster and they belong to 425 families. Average income of the families/person in the cluster is Rs 160/day/head. The proposed activity for the Cluster is production of high grade type of designed mat by introducing new technology and adaptation of new fashion design. The floor mats will be more attractive and become export quality. All raw materials are locally available sufficiently. Production of coloured and different types of designed mat, ayurvedic carpet cot mat, table mat, curtain mat, perfumed mat for star hotels, printed and executive screen printed mat for star hotels and laminated name board with the help of mat are the main product range of the Foot Mat Producing Cluster, Thiruvananthapuram. Along with foot mats, the cluster wants to concentrate on Cloth Bags and Latex Based Wall Tiles.

At present all the banking facilities are available in the Cluster area. The average income of the workers will double because of the cluster intervention.

The regional setting of the cluster extends over Vamanapuram Block, Nedumangad Block, Nemom Block, Pothencode Block ,Athiyannoor Block and Kazhakkoottam Block of Thiruvananthapuram District
